Technically, for influence over the weather, you would make offering to Maahes or Tefnut. Ra was not primarily associated with the weather, even though he was the god of the sun.
Oddly enough, the ancient Egyptian deity of wet weather was usually represented as a cat, which probably explains why Egypt is so hot and dry.

Huh, that's really interesting!
I actually know so little about Egyptian mythology/deities/religious figures.
What I know about Ra is that he's usually a default clue in big crosswords!
